coinstats: Move GetUTXOStats to rpc/blockchain

rpc/blockchain.cpp is now the only user of the vestigial
GetUTXOStats(...). And since GetUTXOStats(...)'s special fallback logic
was only really relevant/meant for rpc/blockchain.cpp, we can just move
it there.
