This PR adds a simple string split helper `SplitString` that takes use of the spanparsing `Split` function that was first introduced in #13697 (commit fe8a7dcd78). This enables to replace most calls to `boost::split`, in the cases where only a single separator character is used. Note that while previous attempts to replace `boost::split` were controversial (e.g. #13751), this one has a trivial implementation: it merely uses an internal helper (that is unit tested and in regular use with output descriptiors) and converts its result from spans to strings. As a drawback though, not all `boost::split` instances can be tackled.
As a possible optimization, one could return a vector of `std::string_view`s (available since C++17) instead of strings, to avoid copies. This would need more carefulness on the caller sites though, to avoid potential lifetime issues, and it's probably not worth it, considering that none of the places where strings are split are really performance-critical.

This increase the maximum number of pubkeys to 20 (valid in P2WSH and
P2SH-P2WSH) and only checks the redeemScript doesn't exceed
MAX_SCRIPT_ELEMENT_SIZE for P2SH, as this checked is removed under
Segwit context.

This change is needed to fix the `rpc_help.py` test failing in #10102: https://cirrus-ci.com/task/5469433013469184?command=ci#L2275
The [`CRPCTable::dumpArgMap`](16b784d953/src/rpc/server.cpp (L492)) method currently works by casting RPC `unique_id` integer field to a function pointer, and then calling it. The `unique_id` field wasn't supposed to be used this way (it's meant to be used to detect RPC aliases) and as a result, this code segfaults in the `rpc_help.py` test in multiprocess PR #10102 because wallet RPC functions aren't directly accessible from the node process.
Fix this by adding a new `GET_ARGS` RPC request mode to retrieve argument information similar to the way the `GET_HELP` mode retrieves help information.

See section "bugs found" for a list of bugs that have been found as a result of the changes here.

* Checking passed-in json in self-check. Removing redundant checks
* Checking returned json against documentation to avoid regressions or false documentation
* Compile the RPC documentation at compile-time to ensure it doesn't change at runtime and is completely static

This is another intermediate part of the Coinstats Index (tracked in #18000).
Sjors suggested [here](https://github.com/bitcoin/bitcoin/pull/18000#issuecomment-641423019) that the part of the changes in #19145 that don't rely on the new `hash_type` muhash, i.e. that are for `hash_type=none`, could be merged separately from everything involving muhash. So these changes are extracted from #19145 here and can be merged without any other requirements.
Building the index with no UTXO set hash is still valuable because `gettxoutsetinfo` can still be used to audit the `total_amount` for example. By itself this PR is not a huge improvement, `hash_type=none` is speeding up `gettxoutsetinfo` by about 10%, but it enables the implementation of an index on top of it in a follow-up and that means large parts of the index code of Coinstats Index can be merged while reviews for the hashing algorithm might take longer.

- Move the decision whether to translate an error message to where it is
defined. This simplifies call sites: no more `InitError(Untranslated(...))`.
- Make all functions in `util/error.h` consistently return a
`bilingual_str`. We've decided to use this as error message type so
let's roll with it.
This has no functional changes: no messages are changed, no new
translation messages are defined.
