Pull request description:

  Fixing https://github.com/bitcoin/bitcoin/issues/28250#issuecomment-1674830104 and more.

  Currently, redeem scripts longer than 520 bytes, which are technically valid under segwit rules, have flaws in the following processes:
  1) The multisig creation process fails to deduce the output descriptor, resulting in the generation of an incorrect descriptor. Additionally, the accompanying user warning is also inaccurate.
  2) The `signrawtransactionwithkey` RPC command fail to sign them.
  3) The legacy wallet `addmultisigaddress` wrongly discards them.

  The issue arises because most of these flows are utilizing the legacy spkm keystore, which imposes
  the [p2sh max redeem script size rule](ded6873340/src/script/signingprovider.cpp (L160)) on all scripts. Which blocks segwit redeem scripts longer than
  the max element size in all the previously mentioned processes (`createmultisig`, `addmultisigaddress`, and
  `signrawtransactionwithkey`).

  This PR fixes the problem, enabling the creation of multisig output descriptors involving more than 15 keys and
  allowing the signing of these scripts, along with other post-segwit redeem scripts that surpass the 520-byte
  p2sh limit.

  Important note:
  Instead of adding support for these longer redeem scripts in the legacy wallet, an "unsupported operation"
  error has been added. The reasons behind this decision are:

  1) The introduction of this feature brings about a compatibility-breaking change that requires downgrade
      protection; older wallets would be unable to interact with these "new" legacy wallets.

  2) Considering the ongoing deprecation of the legacy spkm, this issue provides another compelling
      reason to transition towards descriptors.

  Testing notes:
  To easily verify each of the fixes, I decoupled the tests into standalone commits. So they can be
  cherry-picked on top of master. Where `rpc_createmultisig.py` (with and without the `--legacy-wallet`
  arg) will fail without the bugs fixes commits.

  Extra note:
  The initial commits improves the `rpc_createmultisig.py` test in many ways. I found this test very
  antiquated, screaming for an update and cleanup.

rpc: bugfix, incorrect segwit redeem script size used in signrawtransactionwithkey
The process currently fails to sign redeem scripts that are longer than
520 bytes. Even when it shouldn't. The 520 bytes redeem scripts limit
is a legacy p2sh rule, and not a segwit limitation.

Segwit redeem scripts are not restricted by the script item size limit.

The reason why this occurs, is the usage of the same keystore used by
the legacy spkm. Which contains blockage for any redeem scripts longer
than the script item size limit.

refactor: move parsing to new function
Move the parsing and validation out of `AddOutputs` into its own function,
`ParseOutputs`. This allows us to re-use this logic in `ParseRecipients` in a
later commit, where the code is currently duplicated.

The new `ParseOutputs` function returns a CTxDestination,CAmount tuples.
This allows the caller to then translate the validated outputs into
either CRecipients or CTxOuts.

refactor: move normalization to new function
Move the univalue formatting logic out of AddOutputs and into its own function,
`NormalizeOutputs`. This allows us to re-use this logic in later commits.

cd3b1569d9 Correctly compute redeemScript from witnessScript for signrawtransaction
ParsePrevouts uses GetScriptForWitness on the given witnessScript
to find the corresponding redeemScript. This is incorrect when the
witnessScript is either a P2PK or P2PKH script as it returns the
corresponding P2WPK script instead of turning the witnessScript
into a P2WSH script. Instead this should make the script a
WitnessV0ScriptHash destination and get the script for that.

Test cases are also added.

4b0c718f8f Accumulate result UniValue in SignTransaction
SignTransaction will be called multiple times in the future. Pass
it a result UniValue so that it can accumulate the results of multiple
SignTransaction passes.

3c481f8921 signrawtransactionwithkey: better error messages for bad redeemScript/witnessScript
This adds checks to ensure the redeemScript/witnessScript actually
correspond to the provided scriptPubKey, and, if both are provided,
that they are sensibly related to each other.

Thanks to github user passionofvc for raising this issue.

Pull request description:

  This PR compresses the `CWallet` chain of inheritance from 5 classes to 3 classes. `CBasicKeyStore` is renamed to `FillableSigningProvider` and some parts of it (the watchonly parts) are moved into `CWallet`. `CKeyStore` and `CCrypoKeyStore` are completely removed. `CKeyStore`'s `Have*` functions are moved into `SigningProvider` and the `Add*` moved into `FillableSigningProvider`, thus allowing it to go away entirely. `CCryptoKeyStore`'s functionality is moved into `CWallet`. The new inheritance chain is:

  ```
  SigningProvider -> FillableSigningProvider -> CWallet
  ```

  `SigningProvider` now is the class the provides keys and scripts and indicates whether keys and scripts are present. `FillableSigningProvider` allows keys and scripts to be added to the signing provider via `Add*` functions. `CWallet` handles all of the watchonly stuff (`AddWatchOnly`, `HaveWatchOnly`, `RemoveWatchOnly` which were previously in `CKeyStore`) and key encryption (previously in `CCryptoKeyStore`).

  Implements the 2nd [prerequisite](https://github.com/bitcoin-core/bitcoin-devwiki/wiki/Wallet-Class-Structure-Changes#cwallet-subclass-stack) from the wallet restructure.

37a79a4fcc Move various SigningProviders to signingprovider.{cpp,h}
Moves all of the various SigningProviders out of sign.{cpp,h} and
keystore.{cpp,h}. As such, keystore.{cpp,h} is also removed.

Includes and the Makefile are updated to reflect this. Includes were largely
changed using:

91a25d1e71 [build] Add several util units
Adds the following util units and adds them to libbitcoin_util:

- `util/url.cpp` takes `urlDecode` from `httpserver.cpp`
- `util/error.cpp` takes `TransactionErrorString` from
  `node/transaction.cpp` and `AmountHighWarn` and `AmountErrMsg` from
  `ui_interface.cpp`
- `util/fees.cpp` takes `StringForFeeReason` and `FeeModeFromString` from `policy/fees.cpp`
- `util/rbf.cpp` takes `SignalsOptInRBF` from `policy/rbf.cpp`
- 'util/validation.cpp` takes `FormatStateMessage` and `strMessageMagic` from 'validation.cpp`

0509465542 [build] Move rpc rawtransaction util functions to rpc/rawtransaction_util.cpp
rpc/rawtransaction.cpp moves to libbitcoin_server since it should not be
accessed by non-node libraries. The utility following utility methods
move to their own unit rpc/rawtransaction_util since they need to be
accessed by non-node libraries:

- `ConstructTransaction`
- `TxInErrorToJSON`
- `SignTransaction`
