These should only be relevant for a glibc that is built as part of a Guix system, and should not be required for a glibc that is just being built to compile our binaries against. Qos
A Linux bash script that will set up traffic control (tc) to limit the outgoing bandwidth for connections to the Bitcoin network. This means one can have an always-on bitcoind instance running, and another local bitcoind/bitcoin-qt instance which connects to this node and receives blocks from it.
