Pull request description:

  This isn't an issue right now (because the get_arch check is simple), but becomes one as soon as we want to use `lld` for linking, and need LDFLAGS (otherwise we call `ld` and fail, see it's usage in #21778). So I've split this out for review. It also makes sense to use the same flags for all compilation in these checks.

  Also drops some dead code in test-symbol-check.

Developer tools

Specific tools for developers working on this repository. Additional tools, including the github-merge.py script, are available in the maintainer-tools repository.

Verify-Commits

Tool to verify that every merge commit was signed by a developer using the github-merge.py script.

Linearize

Construct a linear, no-fork, best version of the blockchain.

Qos

A Linux bash script that will set up traffic control (tc) to limit the outgoing bandwidth for connections to the Bitcoin network. This means one can have an always-on bitcoind instance running, and another local bitcoind/bitcoin-qt instance which connects to this node and receives blocks from it.

Seeds

Utility to generate the pnSeed[] array that is compiled into the client.
