Merge bitcoin/bitcoin#28759: guix: update signapple to latest master 
79539fbfbf guix: update signapple (fanquake)

Pull request description:

  Fixes #28449, and removes the need to boostrap Rust, by avoiding the `python-requests` dependency.

  Comparing a `--no-substitutes` build of this PR, to master, signapple requires ~1350 _less_ packages to boostrap:

Repository Tools

Developer tools

Specific tools for developers working on this repository. Additional tools, including the github-merge.py script, are available in the maintainer-tools repository.

Verify-Commits

Tool to verify that every merge commit was signed by a developer using the github-merge.py script.

Linearize

Construct a linear, no-fork, best version of the blockchain.

Qos

A Linux bash script that will set up traffic control (tc) to limit the outgoing bandwidth for connections to the Bitcoin network. This means one can have an always-on bitcoind instance running, and another local bitcoind/bitcoin-qt instance which connects to this node and receives blocks from it.

Seeds

Utility to generate the pnSeed[] array that is compiled into the client.
