Support HTTPS protocol for otel exporting. Includes support for
`OTEL_EXPORTER_OTLP_CERTIFICATE`, `OTEL_EXPORTER_OTLP_CLIENT_KEY`, and
`OTEL_EXPORTER_OTLP_CLIENT_CERTIFICATE`
