Implements a QUIC interface, loosely based on the WebTransport API (a
future change could add the WebTransport API, built on top of this one).
[quinn](https://docs.rs/quinn/latest/quinn/) is used for the underlying
QUIC implementation, for a few reasons:
- A cloneable "handle" api which fits quite nicely into deno resources.
- Good collaboration with the rust ecosystem, especially rustls.
- I like it.

This PR removes the public Deno.tracing.Span API.
We are not confident we can ship an API that is
better than the `@opentelemetry/api` API, because
V8 CPED does not support us using `using` to
manage span context. If this changes, we can
revisit this decision. For now, users wanting
custom spans can instrument their code using
the `@opentelemetry/api` API and `@deno/otel`.
This PR also speeds up the OTEL trace generation
by a 30% by using Uint8Array instead of
strings for the trace ID and span ID.
This PR adds a new `--unstable-node-globals` flag to expose Node globals
by default.

Initial import of OTEL code supporting tracing. Metrics soon to come.
Implements APIs for https://jsr.io/@deno/otel so that code using
OpenTelemetry.js just works tm.
There is still a lot of work to do with configuration and adding
built-in tracing to core APIs, which will come in followup PRs.

When the response has been successfully send, we abort the
`Request.signal` property to indicate that all resources associated with
this transaction may be torn down.

This will allow us to more easily refactor `serveHttp` to live on top of
`serve` by splitting the websocket code out. There's probably a lot more
we could do here but this helps.
This change sets the removal version of `Deno.customInspect` for Deno
v2.

This API is a huge footgun. And given that "Deno.serveHttp" is a
deprecated API that is discouraged to use (use "Deno.serve()"
instead); it makes no sense to keep this API around.
This is a step towards fully migrating to Hyper 1.
This commit adds support for [Stage 3 Temporal API
proposal](https://tc39.es/proposal-temporal/docs/).
The API is available when `--unstable-temporal` flag is passed.
